Research metrics with context

Start with the institutional decision, then choose evidence that can inform it. Treat database totals and journal metrics as measurements with defined coverage and limitations.

01

State the decision before selecting indicators

Clarify whether the institution is reviewing collaboration, support capacity, disciplinary strengths or a programme’s progress. Specify the unit of analysis, period, included output types and intended use. A measure designed for one question may be misleading when applied to another.

02

Verify identities and coverage

Record the database, export date, query and relevant filters. Review institutional name variants and author matching before comparing totals. OpenAlex can provide an additional discovery source, but it should not be treated as interchangeable with a commercial database. The Scopus and Web of Science guide explains important distinctions for institutional planning.

03

Keep metrics in their proper context

Read the DORA declaration when deciding how metrics will contribute to an assessment. Consider the research itself, disciplinary context and other appropriate evidence. Do not use a journal-level measure as a substitute for evaluating an individual paper or researcher.

04

Retain an evidence record

For each indicator, record its definition, source, cleaning decisions, denominator, exclusions and limitations. Preserve the query and export under the source’s access conditions. Where field composition or career stage changes a comparison, explain the effect instead of presenting one unqualified league table.

05

Connect findings with support

Pair quantitative observations with contextual review. A department with fewer indexed outputs may have different publication practices, weaker metadata, different priorities or a support need. Investigate the explanation before prescribing a publication target. Agree a feasible action, a responsible owner and a date to review whether the support is working.

The worked institutional evidence case study demonstrates a reviewable decision record. For a wider assessment, start with the research-performance self-assessment and define the evidence gaps that require further work.
